THEORETICAL AND METHODOLOGICAL VIEW OF SECURITY

The word of security is one the basic words which we use during the entire our life. Although it is a simple word, it has several various meanings, or dimensions, and permanently gains new, and simultaneously, it is possible to classify it into several areas. As an approach or view of politicians, political scientists, security experts, or other specialists is many times very different, a development of security agenda is still in progress, and it causes that the unity of theoretic schools, definitions and conceptual approaches is more wish than reality. The irony is that this situation stimulates research and development of security methodology.

Risk management should be the subject of attention in all business systems, especially in manufacturing companies. The article emphasizes the risks associated with the size of enterprises, production orientation, dislocated parts, sales and procurement processes. Special attention is given to the application of ISO standards in the field of protection against risks and increasing of safety. Failure in this area can have major consequences in terms of material losses and human life threats. In this paper, there are given some recommendations for introduction of ISO 31000 and ISO 27000 families of standards in practice.

RACIAL VIOLENCE IN SLOVAKIA

The thesis is focused on problem solving - extremism in Slovakia, racially motivated criminal acts, prevention of criminal acts, individual extremist groups participating on racially motivated criminal acts. There is a description of basic terms, usage of weapons to fight racism and anti-Semitism, anti racist organizations in Slovakia. Besides the descriptions of forms, characteristics and symbols of extremism and extremist groups, there are also described the activities of police as well as national and international valid legal norms. Thesis is also focused on mass communication tools in relation with racism and anti-Semitism, particularly and press.

An effort of each country, including the Slovak republic, is oriented to providing its security and constantly sustainable development, which is, except of other matters and relations, dependant on security of energy supply for adequate price. Therefore, an author, in the article, focuses on the 2009 gas crisis in Slovakia. On the basis of that situation, he tries to find out steps taken by the Slovak government against the future potential similar situation. He also describes changes in legislation and the project realized by the companies which are involved in Slovak gas industry in order to avoid similar situation in the future.

The constitutional law guarantees Czech citizens the right to life. The right to the protection of life, health, property and the environment is embedded in a range of other laws of the Czech legislation. The protection of citizens and the defence of the state are two sides of the same coin. Education of the adult population to their protection is defined by the law of integrated safeguarding system and the emergency law. The education of children and youth to their protection is currently not defined by law. This fact leads us to the contemplation of the need of a relevant law.

ALTERNATIVE METHODS OF CITIZEN INFORMING IN TERRITORY

Catastrophic floods In Morava (1997) and Czech (2002) clearly demonstrated capabilities of the existing system for informing and warning of the citizens - it is capable to effectively warn and thus minimize loss of lives, but the supplied information is not sufficient enough to allow for minimizing of other types of damage. That is why it is necessary to search for alternative ways of informing general public during emergencies. This article focuses on one such possible alternative - the usage of the DVB-T for transmission of safety oriented information to households.
