This contribution deals with the issue of decision making of the population and its ability to react to the difficult conditions that may be caused by the emergence of special extraordinary events or crisis situations. Based on the two-day exercise, the contribution focuses primarily on the verification and evaluation of psychophysical, mental and expertise indicators, which are related to the preconditions for dealing with difficult conditions. It also deals with competencies for leadership under these difficult conditions.
