The authors deals with point on demand to create set of indicators, that will be reflect possibilities of rise risks of safeness at the level regions and municipalities. It will be monitoring indicators e.g. failure important elements of regions (municipality). Their elimination is able to make for consequences, that paralyses of life in the region. Formation the set of indicators will be influence development of regions and municipality, as well.
